| Abstract: | У статті розглянуто проблемні аспекти територіальної організації виборів та утворення виборчих комісій в Україні. Проаналізовано теоретичні та практичні недоліки процесу утворення виборчих округів та формування персонального складу виборчих комісій, засновуючись на досвіді попередніх виборчих кампаній в Україні. Встановлено основні критерії їх утворення відповідно до міжнародних стандартів. Виокремлено завдання з метою усунення вказаних недоліків, а також висловлені практичні пропозиції для оптимального їх розв’язання на стадії утворення виборчих округів та виборчих дільниць, утворення виборчих комісій. В статье рассмотрены проблемные аспекты территориальной организации выборов и образования избирательных комиссий в Украине. Проанализированы теоретические и практические недостатки процесса образования избирательных округов и формирования персонального состава избирательных комиссий, основываясь на практике предыдущих избирательных кампаний в Украине. Установлены основные критерии их образования в соответствии с международными стандартами. Выделены задачи с целью ликвидации указанных недостатков, а также выражены практические предложения для оптимального их решения на стадии образования избирательных округов и избирательных участков, образования избирательных комиссий. |
| Description: | The article is dedicated to the research of the problematic aspects of the territorial organization of elections and the formation of election commissions in Ukraine. The theoretical and practical disadvantages of the process of electoral districts formation in Ukraine in the parliamentary elections are analyzed. As a result of this analysis, it was found that electoral legislation, that constantly changing, set different criteria for the division of territory into electoral districts. As a result, inaccuracies in the territorial organization of the elections influence the redistribution of mandates and may become one of the factors that can violate the international principle of equality of electoral powers - the existence of equal voting, which means evenly distribution of the places in the parliament among all electoral districts. The absence of a special law that establishes clear criteria for the formation of electoral districts, identify some specialized bodies that are responsible for this and the requirements for compliance with international standards for revision of the division of territory into districts is an important problem that needs to be solved. The problems related to the formation of the personal composition of the district and local election commissions are outlined, taking into account the experience of conducting the previous parliamentary elections. Among them, an important place is given to the process of selecting members of the above-mentioned commissions. It is determined that this process is cumbersome and costly and needs improvement, even through electronic resources. Due to this, it was highlighted some tasks in the article, the optimal solution of which will help to emend these disadvantages at the stage of formation of election commissions. The main things are the elaboration of an effective strategy for further development of electronic management for electoral procedures in Ukraine, the launch of pilot projects in the test mode, and then a proper funding for implementation these innovations throughout the country. The methods of electronic management are already partially used in the process of training members of electoral commissions online in Ukraine. At the same time, the participants of the election process understand the necessity of the introduction of new platforms, methods and electronic resources. For example, establishment of the new technical capabilities of the online training system of members of election commissions, providing expert support in the form of "question-answer" in real time, etc. |
