| Abstract: | Розглянуто проблему політичної модернізації української держави на сучасному етапі її розвитку, визначено тип модернізації та особливості її перебігу в умовах сьогодення. Проаналізовано причини, які стоять на заваді модернізаційного реформування нашої держави. Запропоновані шляхи запобігання деструктивності влади в умовах модернізаційного оновлення суспільно-політичної системи України на її шляху до європейських стандартів. Рассмотрена проблема политической модернизации украинского государства на современном этапе его развития, определен тип модернизации и особенности ее протекания в нынешних условиях. Проанализированы причины, которые мешают модернизационному реформированию нашего государства. Предложенные механизмы предотвращения деструктивности власти в условиях модернизационного обновления общественно-политической системы Украины на ее пути к европейским стандартам. |
| Description: | Political modernization is considered as a process focused on creation of foundations for stable society forming, increasing of a level and improvement of life quality and population activities, competitive ability of the state covering economical, social, cultural, legal and other areas of social life under the conditions of the present-day development of Ukrainian state, and therefore this process promotes prevention of the power destructiveness, because it corrects the consequences of its negative activities and prevents their repetition. It is defined that modernization in Ukraine belongs to the type of «catch-up» (nonorganic, secondary), which means the usage of assistance and experience of the advanced countries that are perceived as an example, a guide, which should be aspired to in the process of economic, political, social and cultural and other reforms in the state, application of up-to-day technologies and equipment, investments, assistance in training of nationals, arrangement of conditions for civil society development, etc. Attention is paid to peculiarities of the modernization processes running in Ukraine that are carried out in complicated conditions of the state development caused by the wideranging crisis and war unleashed by Donbas separatists on the east of the country with the support of Russia, which resulted in deterioration of life of the country population. These and other difficulties of the past connected with destructive policy of the previous leadership of the country and with activities of some rulers and political forces of the present time that can result in inhibition of progress, delay qualitative improvement in economic, political and social spheres, stop modernization processes on the stage of «partial modernization» and just feeding of power destructiveness. It is underlined that a necessary condition of modernization in Ukraine is a reformation process organized by strong and responsible authority. However obstacles to modernization reformation of Ukrainian state appeared in the form of military and political, social and economic problems, lack of modernizers, public-spirited and socially conscious national elite and absence of a profound legislative basis, which would regulate the reformation process in the country, there is no clear plan of modernization of the main living environments of the society, a valuation and normative system is not formed, Ukrainian people have been in high-stress condition for a long time, the level of protest moods does not decrease in the society. It is concluded that for prevention of the power destructiveness it is necessary clearly and firmly to carry out reformation renewal of the social and political system of Ukraine with the political elite at the head, who has to be an example for the nation and to take on leadership of the modernization movement in the country, substantially change communication format of the authorities and population of the country towards partnership, carry out steps aimed at stimulating the processes of integration, democratic development and formation of civil society for achievement of high standards of the European social and economic stability, arranging of innovative space, creating conditions for the fullest realization of civil rights and freedoms of a person and a citizen that will be an efficient mechanism of prevention of the power destructiveness in our country. |
