| Abstract: | Визначено вплив об’єднання громад на процес подолання територіальної фрагментації та модернізації системи місцевого управління в країнах Європи. Розглянуто стратегію структурно-функціональних реформ місцевого управління в Королівстві Швеція у другій половині ХХ століття. Висвітлено специфіку сучасних організаційно-правових механізмів консолідації муніципалітетів у Королівстві Швеція. Определено влияние объединения общин на процесс преодоления территориальной фрагментации и модернизации системы местного управления в странах Европы. Рассмотрена стратегия структурно-функциональных реформ местного управления в Королевстве Швеция во второй половине ХХ века. Освещена специфика современных организационно-правовых механизмов консолидации муниципалитетов в Королевстве Швеция. |
| Description: | The priority of the modern constitutional reform in Ukraine is the decentralization of the power. The purpose of the decentralization is to create municipalities with strong human, financial and economic resources. Merger local communities are main way of providing decentralization. In Ukraine formed the legal framework, which helps to overcome the territorial fragmentation of communities and optimization of the local self-government. Among benefits of the community merger are: - gaining wider authority; - increase of resources and opportunities; - functioning of effective bodies of the management of the merged territorial communities and support of their activities by the state, business and international projects. The problem of the territorial organization of the power and solutions in the light of the constitutional reform to fully and comprehensively discovered in publications I. Bodrova, P. Lubchenco, A. Lyalyuk, S. Seregina and others. At the same time, the practice of merging municipalities and the consequences of such consolidation in Sweden in the Ukrainian legal science has not been sufficiently studied. |
