dc.description	At present, one of the priority directions of state policy in Ukraine is the improvement and deepening of the processes of power decentralization. Full transfer of competences from state bodies to local self-government should be accompanied by the provision of financial resources provided for by the law. Therefore, the question of financial and fiscal decentralization, for today, is quite relevant, since the full functioning of the municipal government, even with the wide-ranging competence provided by the law, is impossible without proper financial support. However, since our state has started to actively implement financial decentralization for the last 3 years, in our opinion, it would be useful to study the experience of transformations of financial and economic provision of local self-government in the countries that have already undergone a certain path of reforming the financial basis of local self-government. In recent years, the system of local public administration in Hungary has clearly changed in the direction of centralization. The corresponding processes also reflected on the economic basis, where the limitations of the financial autonomy of local authorities are clearly traced. However, it should be noted that since 2013, the country’s GDP growth has been balanced, and this trend continues. As a result, in 2014, the European Investment Bank alone has approved credit agreements in the non-governmental sector of Hungary amounting to 506.4 million euros for municipal projects. All this suggests that the methods of organizing local government in Hungary may be acceptable, that is, the strengthening of centralization of power, on the example of Hungary, can produce rather positive results.	uk_UA
dc.description.abstract	Стаття присвячена актуальним питанням фінансового забезпечення місцевого самоврядування в Угорщині. Зокрема, в роботі проаналізований ретроспективний аспект процесу реформування і становлення сучасної фінансової основи муніципальної влади в Угорщині. Зазначено, що все економічні перетворення на місцевому рівні здійснювалися відповідно до стандартів ЄС, зокрема, впроваджувалися заходи щодо фінансової децентралізації. Однак після 2010 р. навпаки почалися процеси обмеження фінансової автономії місцевого самоврядування, проте відповідна державна політика призвела до певних позитивних результатів.	uk_UA
dc.description.abstract	Статья посвящена актуальным вопросам финансового обеспечения местного самоуправления в Венгрии. В частности, в работе проанализирован ретроспективный аспект процесса реформирования и становления современной финансовой основы муниципальной власти в Венгрии. Отмечено, что все экономические преобразования на местном уровне осуществлялись в соответствии со стандартами ЕС, в частности, внедрялись меры по финансовой децентрализации. Однако после 2010 г. наоборот начались процессы ограничения финансовой автономии местного самоуправления, однако соответствующая государственная политика привела к определенным положительным результатам.	-
